ENSURING ACCESS TO SAFE WATER

	Providing safe drinking water to the rural habitations and schools has been acknowledged as the most challenging and priority task by the Government. Assam Public Health Engineering Department is the nodal Government Department for the rural water supply programmes in the state.

Coverage of Problem Villages

The present norms adopted for coverage

· 40 litres of safe drinking water per capita per day (lpcd) for human being.

· A water source should exist within the habitation / within 1.60 km in the plains and within 100 m elevation in the hilly areas.

Until the year 1993-94 the focus had been to cover the villages with problem of safe drinking water. Broad coverage status of problem villages is as follows

8.	Balance problem villages as on 01.04.1993	2 Nos.

The first nationwide rural habitation survey to assess the rural drinking water supply coverage was conducted through the State Governments in the year 1991 which were revalidated during 1993-94. Since then the major thrust has been shifted to cover the habitations with safe drinking water.

Coverage of Habitations

A habitation has been defined as a place where people have settled permanently. Temporary settlement like that of quarry workers, construction workers, farm workers, nomads etc. are not classified as habitation.

According to the availability of drinking water habitations are classified in the Rural Water Supply Programme as

· Not Covered (NC)

· Partially Covered (PC)

· Fully Covered (FC)

NC (=Not Covered) habitation means the safe drinking water source / point does not exist within 1.60 km of the habitation in the plains or 100 m elevation in the hilly areas. The source / point may either be public or private in nature. Habitations having a source affected with quality problems such as excess salinity, iron, fluoride, arsenic or other toxic elements or biologically contaminated and habitations where quantum of availability of safe water from any source is not enough to meet drinking and cooking needs (i.e. below 10 lpcd) are also included in this group.

PC (=Partially Covered) habitation means the habitation which has a safe drinking water source / point (either public or private) within 1.60 km in plains and 100 m in hilly areas but the capacity of the system ranges between 10 lpcd to 40 lpcd.

FC (=Fully Covered) habitation means the entire population of the habitation is provided with safe drinking water.

As per revalidated list of habitations there are 70,669 Nos. of habitation in Assam. As per 1991 census there are 24,624 Nos. of village and 199.265 lakh rural population in Assam.

Schoolgirl using Tara Hand Pump

Rural School Water Supply

Under 10 th Finance Commission Award 5272 Nos. of Tara Hand Pump have been installed in Lower Primary and Upper Schools in Assam.

Availing UNICEF support upto 01.09.04, 3547 Nos. of Tara hand Pump are installed in the schools.

For ensuring operation and maintenance of the Tara Hand Pumps necessary training has been imparted to school committee for enhancing their capacity.
